The instant feedback flats give you is golden.
DH skills - You said you've spent majority of your time practicing going up but not much going down. Not surprised you are slow going down. Read Lee's book and if you can take the course definitely do that. It will accelerate you progress a HUGE amount. Then just practice. Learn to pump terrain, throw your weight into turns and braking, go to pump tracks if you can, learn to manual and bunny hop (with flats of course!). This all makes you WAY faster going downhill and its a bunch of skills you just don't use going up.
Conditioning - The other thing I've done that has made the biggest difference is conditioning. Improve your mobility and strength. Bonus is it not only helps you go down faster but your technical riding in general will go through the roof. I've been doing James Wilson's Ultimate MTB program and I'm riding at a whole new level.
